Any management activity must attach importance to efficiency problem, because management is to create more material benefits with limited resource,this is especially true in the administrative management. Administrative branches always accomplish assignment with the least expense and at the maximum speed.Administrative efficiency is the important criterion to judge whether the administrative activity is successful or not,also to verify whether the administrative management is modern and reasonable or not.And to improve administrative efficiency is the key problem in administration reformation in China.To improve administrative efficiency concerns state interest.Therefore,the research on improving administrative efficiency is very significative.On the other hand,ruling the country by law and constructing the socialism country under-the-ruling-of-law is the basic principle in our country.One of the key points is administration law.So,the research on administrative efficiency is on the background under the tendency of administration law. We should have a full realization of the dialectic relationship between administration law and administrative efficiency from the from actual conditions,to improve administrative based on administration ruled by law and to make it the essential sign.Thereby,the theory on improving administrative efficiency in administration law is very significative.As far as the framework and content,this paper is consisted of three parts.The theme of this paper is viewed from the angle of the analysis on concept of administrative efficiency and the other problems in theory on administration law.Thus,the analysis on intendment,idea and principle of administration law is the part which is the logistic beginning of this paper.This is aimed at showing the academic and practice circumstance clearly.About the intendment of administration law,there are many points of view.To comply by existent law is the formal criterion and the law complied by is the good law is the essential criterion.Administration power must be obtain and exercised by law,and the law must be good.Administration law should reflect the control on administration from law.Based on the analysis on intendment of administration law,we shall demonstrate the ideas of administration law such as public administration,nomocracy administration and procedure administration.And the principles of administration law are equality between legislation and execution, apposing between law and reason,balance between power and right and harmony between impartiality and efficiency.After explain elementary theory on law,this paper discusses the elementary theory on administrative efficiency,it demonstrates the meaning character of administrative efficiency from concept of efficiency and introduces the premiss problems on how to improve administrative efficiency.The basal meaning of efficiency is to gain the most output from the least input,also to obtain the same effect from the least resource, or to obtain the most effect from the same resource.And the meaning of administrative efficiency is the proportion between output and resources such as manpower,material resources and financial resource,in which the organ of state administration and personnel take administrative action. As for the concept in theory,basal attribute of administrative efficiency includes stabilization,telesis,operation and simpleness.And characteristic of administrative efficiency mechanism are functionality, all-around,exchange between means and intent.And the part analyses and discusses the accord and unification between administration law and administrative efficiency from the angle of relation between impartiality and efficiency.Impartiality and efficiency is important value in administration law.They are advanced from one to another,efficiency can make for impartiality in wider extension and impartiality is the essential assurance to efficiency.In this way,we shall find a connection between impartiality in administration law and administrative efficiency,which is the basic on the relation between administration law and administrative efficiency.In one hand,administration law is radical to improve administrative efficiency,points out direction,perfects rule and optimizes function.In another hand,administrative efficiency is very significative to advancing administration law,administrative legislation hangs on efficiency of administrative department,and observance by law hangs on administrative efficiency.The second and third part of this paper expatiates the problems about how to improve administrative efficiency in administration law.Now,there are many problems about administrative efficiency in practice and theory in China,and the reasons in administration law includes disadvantage of traditional legislation mode,contrast of procedure course.Accordingly, the countermeasure for advancing administration law to improve administrative efficiency includes confirming the meaning of law, perfecting administrative execution,improving efficiency by procedure, cultivating administrative culture and renovating administrative consciousness.In conclusion,in the content and clue,the characteristics of this paper are as follows:Firstly,novelty of theme.The problems about administrative efficiency are very significative in theory and practice, but the research on this theme in China is deficient,there is short of bookmaking and thesis and the research field.This paper is the attempt to do research on administrative efficiency in deep levels.Secondly, original of angle.Now,the research on administrative efficiency is always from angle of administration theory,and this paper is the research on the theme from law theory analysis and law system design in which how to improve administrative efficiency,and to discuss the basal theory of administrative efficiency in administration law.Thirdly,logicality of clue.This paper is not to enumerate the theory of improve administrative and administration law simply,this paper are logistic and consistent on clue.This paper clarifies the discussing circumstance and logistic beginning of theme first,confirms basal meaning and theory tropism of the key concept,and then integrates administrative efficiency and administration law,explains the their relationship,and focusing on the problems about administrative efficiency in China,analyses the reason in politics and give advice on how to impelling administration law to improve administrative efficiency.
