Study On Equalization Of Basic Public Services In The Field Of Social Undertakings In Sichuan Province

China has achieved rapid economic development achievements since reform and opening up 30 years ago, but the development of social undertakings has been relatively slow during these 30 years. At the Third Session of the Tenth National People's Congress, Chinese Premier Wen Jerboa stressed that in order to implement the concept of scientific development we must pay attention to science and education, vigorously conduct strategy of sustainable development and accelerate the development of social undertakings. The report of 17th Party Congress also stressed that we need to accelerate the development of social undertakings to improve people's lives in every aspect.In this paper, the author takes Sichuan Province as object to study the equalization of basic public services in the field of social undertakings. There are three kinds of research method:literature research method, empirical analysis method and comparative analysis method. The innovation of this paper is that the author combines the methods of factor analysis and coefficient of variation together to conduct a more comprehensive study through horizontal and vertical comparison in the field of social undertakings on the equalization of basic public services in Sichuan Province.First of all, the author tries to select some scientific and feasible indicators in order to assess the level of basic public services in various regions of social undertakings in Sichuan Province. Based on authoritative statistics and indicators, the author gives scores to various regions of Sichuan in accordance with the level of basic public services in the field of social undertakings and compares Shandong Province with Sichuan Province through the method horizontal comparison. At the same time, the author also conducts a longitudinal comparison to study the development of social undertakings in Sichuan Province over the past decade.The study found that the equalization of basic public services in the field of social undertakings has just started and the level of equalization needs to be improved. There are many factors that hinder the equalization of basic public services in the field of social undertakings of Sichuan Province such as the role of government is not clear and the traditional economic structure has led to a big gap between urban and rural area. Besides, there is a lack of performance evaluation and accountability mechanisms. We need to take a number of measures to promote equalization of basic public services in the field of social undertakings. For instance, we can establish equalization standards, perfect fiscal system, and improve the institutional mechanisms of evaluation and accountability.
