Research On Social Organizations Undertaking Government Purchase Of Pension Services

Since 2000,China,witnessing economic development,lower birth rate and improvement of citizens' living and healthy standard,has entered an aging society with an increasing number of people over the age of 60.As a developing country,a premature aging society asks the government and society to take responsibility for taking care of seniors objectively as general families have limited income.Experience of developed countries and the fact of China both show that the need of pension can hardly be met by simply depending on government.Early in September,2014,there was a notice published by the Ministry of Finance of the People's Republic of China,etc.In this notice,government purchases of pension service are accelerated.It also reveals that China is going to build a thorough system of government purchases of pension service which also has a great function,proper scale and covers both urban and rural areas.Therefore,the issue that motivating social power to participate in building this pension service system is urgently to be addressed.Government purchase of public service has now been concerned widely.It is gradually debated that what role social organizations play in the system,how to enhance the ability of social organizations' undertaking government purchase of public service,how to make government's purchasing public service more efficient and how to design related policies.There also exist some problems like government failure and market failure.Social organizations have some advantages such as resource superiority,opportunity superiority when undertaking government's purchasing public service,which offers multilevel,diversified and efficient pension service.There are also different ways to make it come true.However,issues can be found.For example,the law is imperfect,regulations are lacked,financial budget is limited,etc.It is then decided to improve overall quality,professional level of social organizations,create a better atmosphere,strengthen supervision and build evaluation mechanism.This paper,based on discussing problems of pension service,analyses unique advantages of social organizations participating in pension service,put forward advice about enhancing the ability of social organizations' undertaking government purchase of public service by researching practice patterns and value.This paper is innovative theoretically and theoretically.
