Study On The Transformation Of The Shanghai Government's Functions On Society Relief

Society relief, one of the basic civil rights, which is an important part of social security system, is a "safety net" for social stability. It is very important for keeping the state prosperous. Government, as the commander of the system, should take the main responsibility of society relief. The achievements of society relief depend on how the governments do, so it is very important to transform the society relief functions to adjust to the new social situations for governments. In this paper, the qualitative analysis and quantitative analysis methods have been used, unifying the theory and practice. On the base of the investigation of social security theory and the field survey of the urban vagrants and beggars in Shanghai, systematically analyze the existing problems of the society rescue and finally propose several concrete measures of transforming society relief system.This paper divides into three parts. The first part is the chapter one, which is the summary. The second part includes the chapter two, chapter three, chapter four and chapter five, which includes theoretical analysis and field survey. The third part is chapter six, which proposes countermeasures of the transformation of government's functions on society relief.The first part introduces the background, the purpose and the meanings of the selected topic, the history, present situation and frontier problems of the study on the transformation of the government's functions on society relief and the innovative points. There have been a lot of researches on the selected topic in Chinese and foreign languages. This paper based on them and investigates this topic by using Shanghai as a new prospective of observation. The second part explores basis, contents, and difficulties of the transformation of the government's functions on society relief and analyses empirically of the transformation of government's functions on society relief that is about urban vagrants and beggars. Theoretically, theories of harmonious society and serving government are the foundation of the transformation. Actually, changes of the population structure of Shanghai and the diversity of the people's society relief needs are the basics of transformation. The Shanghai government needs to enlarge the objects of society relief in order to solve the society relief problems of peasant workers, farmers lost their lands and border families. At the same time, Shanghai governments need to enhance the NGO's functions of society relief, integrate contents of society relief, and reform the mode of the society relief. The position that the Shanghai government's functions of the society relief is in the Shanghai social security system, the society relief system and national society relief system and the coordination of Shanghai government's functions are two difficulties. Base on the result of the survey of urban vagrants and beggars, this paper analyses their needs of society relief to provide some corroborative evidences for the decision making.The third part proposes countermeasures of the transformation of government's functions on society relief. The Shanghai government should regard people-oriented, coordination and pluralism as the principle of the transformation, choosing a proper mode of society relief, speeding up the innovation of regulations on the society relief functions, enhancing the integration of the society relief functions, seeding up assistant innovations of society relief system.This paper has two innovative points. The first one is the prospective of observation. There are a few people who study the transformation of the Shanghai government's functions on society relief. The second one is the method of research. Three are a few people to use field survey in the study of this topic in China. The section of concluding points out what needs to study deeper: such as the coordination between society relief system and social security system.
