Researcn On The Transformation And Optimization Of Major Social Contradictions And Government Functions In The New Era Of Xi Jinping

The premise of all the government work is to correct understanding of the principal contradiction of the society,and also determines the direction of the transformation of the government function.The function of the government bears the responsibility of the government to the people,and the demand of the people is the important task of the government.The 19th CPC National Congress proposed that the main contradiction of our society is the contradiction between the increasing needs of the people for a better life and the unbalanced and inadequate development.At the same time,it is pointed out that adhering to the guiding ideology of taking the people as the center,the transformation of the principal contradiction of society demands the government of our country to optimize its functions,and then build a service-oriented government that the people are satisfied with.By means of literature research and comparative analysis,this paper analyzes and investigates two changes major social contradictions and four changes of government functions in the early days of the founding of the people's Republic of China,the planned economy period and the period of reform and opening-up.The main contradiction of society connected with the transformation of government function,then to summarize the historical law of social principal contradiction and government function.The research shows that the principal contradiction of society and the function of government have been in a dynamic equilibrium,and they have a dialectical relationship between each other.When one side changes,the original balance is broken to promote the interaction of the two until the new balance.The principal contradiction of society plays a decisive role in the transformation of government function,and the transformation of government function plays an important role in resolving the principal contradiction of society.The main contradiction of society is the basic reason to decide the transformation of government function,provides the realistic basis for the transformation of government function,and provides the direction and motive force for the transformation of government function.The transformation of government function according to the correct understanding of social principal contradiction will promote the development of productive forces,and the transformation of government functions will hinder the development of productive forces according to the wrong understanding of social principal contradictions.Under the background of the social principal contradiction in the new era,it is urgent to form a new dynamic balance between the social principal contradiction and the historical law of the government function by analyzing the present situation of the social principal contradiction and the problems existing in the transformation of the government function.In the process of continuous transformation of government functions,a benign interactive model of social principal contradiction and transformation of government functions is formed.Based on this,this paper puts forward the optimization path of the transformation of government function:setting up the idea of people-centered,from "official standard" to "people-standard",optimizing the service mechanism,from "emphasizing management" to "emphasizing service";Reform administrative system,from "push reform" and "excellent function"as well as perfect supervision system,from "more system" and "strong supervision".At the same time,we should pay close attention to "three key points" and "two overall plans" to promote the interaction between government functions and social principal contradictions,and achieve balanced and full development in order to meet the needs of the people for a better life.
