Since the policy of reforming and opening up, China's rural labors have been moving to the city, but the elderly choose to stay. It leads to the special group: the Rural Empty Nest Elderly. Experts predict that "the Empty Nest Families" will be China's main mode of the elderly family in the rural areas in the 21st century. The living conditions of this group can not be optimistic.After contributing to the family and the society, everyone should enjoy themselves. Because of its non-exclusive and competitive features, old-age service actually is a kind of quasi-public goods, and the government has the responsibility to take measures to protect. Our government has made strategic objectives of building a new socialist countryside and a harmonious socialist society, stressed the need to increase investment in rural public goods, effectively promote the development of various undertakings in rural areas and improve the farmers'living conditions, particularly for the rural elderly Career development services, including the care for the Empty Nest Elderly in rural areas. At the same time, all sectors of society have paid great attention to the crisis of the rural empty nest families.However, theoretical research into the Rural Empty Nest Elderly is made primarily in the view of the sociological point, and the measures taken are just at the exploratory stage. In China's rural old-age tradition, the family plays the major function, government is lack, offside or dislocation, and the non-governmental organizations are lack of this participation. It directly led to that the services provided by the government could not accurately reflect the needs of the elderly, and services efficiency was also relatively low. The concept and path of service need to change. In this paper, the research is helped with the theory governance.In variety of definitions, the Commission on Global Governance is the most authoritative, "Governance is the sum of many ways by which a variety of public and private institutions manage their public affairs. The basic characteristics of the governance can be summarized as: the rules of governance are not a system but a process; the process of governance is not the basis of control, but coordination; governance contains both the public sector, but also the private sector; Governance is not a one-way, but sustained interaction."Governance is to make the market failure and the state's failure further complement and improve, but the treatment is not omnipotent, and there is the possibility of treatment failure the allocation of resources in the community. Accordingly, the Chinese and foreign scholars put forward the theory of good governance.The theory of good governance is not a reactionary theory of governance, but to make up for the failure of the governance. From the basic content, the good governance is to maximize the social management process in the public interest. Good governance has the following basic elements: legitimacy, the rule of law, transparency, responsiveness, effectiveness, participation, stability, clean and fair.The applicability of the theory of the governance for the Chinese need to be studied. Although the governance is subject to social supervision, the rule of law, democracy, and other factors, the conditions of civil society is the most important one. On the whole, China's civil society is not mature, so the governance theory in China will certainly be greatly hindered.In order to better understand the life of the Rural Empty Nest elderly as well as the problems encountered in the old-age services, the author understood the relevant old-age policy by the training opportunity in the Civil Affairs Bureau of Pixian in Chengdu, and during the summer vacation, personally visited more than 10 villages of Linshu in Shandong Province, experiencing the life of the local rural empty nest elderly, accumulating a great deal of first-hand information and exploring the difficulties in the process of governance.In response to the above problems, combined with China's national conditions, the author made suggestions by a number of treatment centers: first of all, it is necessary to strengthen the government's responsibility to play the functions of government; secondly, we need to nurture civil society; finally, we should build a consultative mechanism.
