Research Of The Township Government’s Function Of Supplying Pension Service For The Rural Empty-Nest Elderly

With the empirical studying based on N town in Shandong Province, this essay finds that, currently, as the direct supplier of the rural empty-nest pension services, the township governments have many problems when they provide pension services:the pension service function being fuzzy and neglected, supports of policy, finance and human resources being insufficient, the supervision and evaluation mechanism being a mere formality, and so on. Therefore, based on the legal consideration of the township governments involvement in the supply, and the analysis of the meta governance theory and its applicability, this essay proposes a rationality concept-meta governance mode--about the functions of township governments in supplying rural empty-nest pension services, and then puts forward the path choice of the transformation of township governments functions of pension services:firstly, enhance pension service consciousness, establish pension services working group, and determinate the endowment services function. Then pass through three stages to realize reasonable and effective supply of the rural empty-nest pension services. The three stages are as follows:the first stage is that the township governments work as designers to do fieldwork well to achieve the information management of the pension services, to strengthen the pension service system construction, to improve the financial system, and to standardize the supervision and evaluation mechanism; the second stage is that the township governments work as participants of pension service to realize intelligent classification management, to improve the construction of pension institutions, to establish a sound staff training system of pension services, to integrate into the empty nester groups’life, and to explore the potential providers; the third stage is that the township governments work as coordinators of the multiple governance subjects to reengineer social structure, to guide the coordination of other subjects involved in the supply, and to encourage the autonomous organizations to play effective and pivotal role.
