Research On The Governmental Supply For Aged Service Of Rural Empty-nest Elderly

The acceleration of aging and urbanization in our country makes a great transition of urban labor force, which disordered the structure of rural population and led to a phenomenon of rural"empty-nest"on the other hand. Thus, the rural "empty-nest" elderly has become another weakness group in our society. The traditional notion "bring up sons to support parents in their old age" is rootedness. However, as the development of economy and transfer of our society, the function of traditional family supporting has weakened. The problem of China peasant supporting, especially the related problem of the rural empty-nesters who are in a weaker position in the vulnerable groups has become a more serious and realistic problem urgently to be solved in the current rural social. And this has been a difficult problem in front of the governments at all levels. It will affect the rural urbanization process, the comprehensive construction of well-off society, building a harmonious society and a new socialist countryside and many other goals if not solved well.Through the investigation and study of present situation of rural empty-nest elderly, I have summarized the following problems existing among the rural empty-nesters in this article, such as:the heavy economy burden, the lack of social security consciousness, the double lack of life care and spiritual comfort, the existence of more potential safety hazard and so on. I have deeply analyzed the performance and reason of the absence of governmental supply in the rural empty-nest elderly services. About how the government can better provide effective supply in rural empty-nest elderly service, this article has put forward the targeted countermeasures and suggestions from the aspect as system building, economic input, education and guidance, social support and so on.This paper intends to solve three problems mainly. Firstly, through the collection, analysis and processing to the related research date of the topic that governmental supply to the rural empty-nest elderly service, which can compensate for the shortage of the research about the topic from the perspective of the governmental supply. Secondly, the comparative study on the foreign supply of rural old-age service government provides beneficial help for the Chinese government to introduce foreign theory and practical experience in order to realize the localization. Thirdly, to integrate and optimize the existing problems, the reasons and suggestions about the aged service of rural empty-nest elderly, thus to lead our government can guarantee the empty-nest elderly's life and provide the elderly with "A sense of security, medical care, recreation and worthiness".The government should undertake the main responsibility for supporting rural empty-nest elderly. The government should provide service for rural empty-nesters different levels of demand and remove their worries. It is not only the key to promote urbanization, industrialization, effectively solve the problem of "agricultures?countryside?farmers" and realize the urban and rural social economic development as whole, but also the intrinsic requirement of building a harmonious society and maintaining social equity and justice.
