Governance of advanced countries in the world have been used "Clean Air Act" to replace "Air Pollution Control Act" in air pollution control, the content system not only more abundant, and theory is more enriched. The United States in 1963 had laid down the "Clean Air Act" and in 1970 and 1990 amended it. "Clean Air Act" of U.S. strengthened through the enactment and amendment of the U.S. Air Quality Standards where the regional air quality did not meet the requirements, enhanced vehicle and other mobile sources of pollution control, and strengthened monitoring of hazardous air pollutants, increased acid rain control terms and enhanced atmospheric emission licensing system to protect the ozone layer , is a great leap in the air legislation.China has promulgated the "Air Pollution Control Act," but after all, to 2010 it has been 23 years , even the latest revision is in 2000, nearly 10 years from now so from system requirements to the theory it is difficult to adapt to today's society development requirements. This requires us follow of the times to make innovation in environmental legislation, refer positive experiences from Western countries, take the corresponding theoretical results, and make new environmental laws, in this respect we should imitate the United States and Japan name the new laws "Clean Air Act."
