Construction And Estimation Of Regional Innovation Capability

The differences in regional innovation capability needs design specific evaluation system, which can formulate policies and path to improve the regional innovation system.Based on regional innovation of Zhejiang province, this dissertation aimed to construct, apply to regional innovation capacity evaluation system. The economic development of Zhejiang, where private economy has boomed, industrial clusters, enterprises and local government innovation has developed quickly, has become one of the typical economic development model of China. Besides its great achievement, it is also faced serious problems which brought out by upgrading of regional innovation. So the development of Zhejiang province needs to establish a set of Evaluation Index System of regional innovation capability of Zhejiang which could reflect the regional development. However, due to unbalanced economic and social development in Zhejiang,11 prefecture-level cities of regional innovation capability are in significant difference. Therefore, based on the gap between different regions, how to objectively evaluate the regional innovative capability, and develop appropriate measures to enhance regional innovation capability, has become an urgent problem.This dissertation based on domestic and international literature review-theoretical study of regional innovation, regional innovation empirical research evaluation system of regional innovation and regional innovation policy system-Propose the connotation and elements of regional innovation capacity, and construct Zhejiang regional innovation capacity through the theory and empirical selection. Based on the Evaluation Index System, combined with specific data, author measures and comparative analysis regional innovation capacity of 11 prefecture-level cities of Zhejiang. The final analysis result proposes some measures to enhance the regional innovation of Zhejiang.Innovation of this dissertation is that construct scientific regional innovation capacity of Zhejiang based on property empirical methods, actual measure of 11 prefecture-level cities of Zhejiang regional innovation from four evaluation module:Indigenous innovation investment capacity, indigenous innovation support capacity, the indigenous innovation management capacity and the indigenous innovation output capacity input capacity, regional innovation management, regional innovation output capacity, supporting regional innovation capacity. Through cluster analysis and comparative analysis, obtained differences, advantages and disadvantages of innovation capability in different region, and provide a specific advises on policy.
