It is significant to have an in-depth and detail study of the Village public organization, which is an important carrier of grass-roots democracy, and an effective way to achieve citizen participation.This thesis takes the public organizations of Liu Village which lies in eastern Zhejiang as a case study. It focus on Village Party branch, village committee and the aged association, which are playing an significant roles in the public domain of Liu Village, then use the social capital theory as a tool to analyze the structural social capital, the cognitive social capital, and organizational process of these public organizations. After this, the thesis probes into the endogenous factors of the village and endogenous characteristics of public organizations.There is a structural difference in social capital between village committee and the aged association. The former has high quality external network, while the latter's internal network and cognitive social capital are much richer. They also follow different process logic. The former is formed with "individuals" by election while the latter is formed with "members" because of identity. On the basis of these analyze, this thesis considers that the endogenous make a great influence to the governance effectiveness of organizations. Endogenous of public organizations embodies aspects of category, crew, functional areas and operating mechanism. This thesis emphasizes that endogenous is not excludes external factors, and villagers under the influence of endogenous factors are not the same as "traditional villagers", but "new villagers" acted by multicultural society. And endogenous not only refers to the formation of the organization, but more emphasis that the running process is influenced by endogenous resources and endogenous mechanisms.
