| This paper combines the author research experience in Zhangzhuang village Changzhi City, Shanxi province. In the process of Zhangzhuang village scale farmland transfer for the study, by describing the process of village committee and Communist Party Branch to carry out the scale farmland transfer, the author try to analysis its role in the transfer of farmland and its transformation. Zhangzhuang village experienced two stages of scale farmland transfer. The first stage is the spontaneous market farmland transfer, tenant representatives and village committee and Communist Party Branch contacting with each other ,the latter who represent the interests of the villagers in farmland transfer. Then the village committee and Communist Party Branch coordinate with villagers and village farmland make consolidation adjustments, ultimately the transfer success. The second phase is the introduction of agricultural projects. The government dominated the farmland transfer and the village committee and Communist Party Branch actively cooperate with the government, acting as an agent of the government to complete the transfer task. Although the villagers has different views, but the farmland transfer was made by a stronger manner. After the farmland transfer, the village committee and Communist Party Branch continued the intermediary role and their service capacity has also improved.In the farmland transfer process, the village committee and Communist Party Branch should serve as a the villagers’ interests representative. After the government issued the transfer task, the role of the village committee and Communist Party Branch representing the interests of the villagers become the role of government agents so that the legitimate interests of the farmers affected to a certain extent loss. Based on this, in the farmland transfer process, the village committee and Communist Party Branch should handle the relationship with the government and do more work in consultation with the villagers at the same time, playing the role of good service to the villagers, thus allowing a reasonable position. |
