The Secretary Of The Village Party Branch And The Director Of The Village Committee Shoulder The Responsibility

The "shoulder to shoulder" of the Secretary of the village Party branch and the director of the village committee is an important grass-roots governance system reform being carried out in most rural areas of the country.Firstly,based on the theories of Party construction,social governance and social governance in the new era,this study expounds and defines the related extension concepts of "one shoulder",villagers’ autonomy and grass-roots governance.Accordingly,it systematically discusses the system design of "one shoulder",and analyzes the regional exploration of "one shoulder".Secondly,the author selects his hometown D town of Taizhou City for questionnaire and interview research to sort out the practice of implementing the "one shoulder" reform,including the implementation measures and processes.Through questionnaires and face-to-face interviews with relevant personnel in the general election of D Town,this thesis analyzes the effectiveness and difficulties after the implementation of the "one shoulder" reform.Through the analysis of the survey results,this paper finds that the "one shoulder" has achieved good results in the actual operation process,such as strengthening the leadership of the village Party branch,straightening out the relationship between the two village committees,improving the decision-making effect,etc.,but it also faces the difficulties of villagers’ weak democratic consciousness,excessive concentration of power,lack of elite talents,heavy work tasks and so on,The reasons for these problems are mainly reflected in the imperfect election procedures,the imperfect supervision system,the outflow of rural young people,the large amount of work tasks and so on.Based on the above analysis,this paper puts forward corresponding countermeasures and suggestions from five aspects: strengthening organizational leadership,building a new supervision mechanism,strengthening the cultivation of talent team,adjusting the working ideas of village committee and improving living treatment,hoping to give grass-roots governments and other rural areas how to further effectively implement the "one shoulder challenge" of village Party branch secretary and village committee director and optimize rural governance,Improving governance capacity brings some practical reference.
