Strengthening The Rural Grass-roots Level To Promote A New Socialist Countryside Construction

As early as 1956, on the third meeting of the first National People's Congress, China proposed the concept of "building a socialist new countryside", which was the earliest goal on "building a socialist new countryside". Since then, the Chinese Communist Party led the Chinese people to go on the great exploration on "building a socialist new countryside". With the further development of reform and opening up, Hu Jintao, general secretary of the cpc central committee and president of China, reaffirmed the concept "building a new socialist countryside" at the Fifth Session of the Sixteenth Central Committee of the CPC and took it as an enormous policy to implement scientific concept of development and promote social harmony. That is, after that, building a new socialist countryside gradually become academic attention.Based on the existed academic research results, through theoretical analysis and practical exploration, the author thought about problems in the way of building a new socialist countryside from another angle, namely, promoting a new socialist countryside construction by enhancing government function at rural grass-roots level. But recently, there are many prominent problems, and if these issues can not be effectively solved, it will be difficult to achieve the great goal of building a new socialist countryside. This paper explores ways to strengthen the process of the grass-roots level from aspects of background, main contents, reasons to strengthen, ways and measures to new socialist countryside construction. On how to strengthen the grass-roots level, the author mentioned six measures in the article:the basic premise of building grass-roots political power is to uphold the party's leadership; its core content is to uphold and improve the township people's congress system; its first condition is to fully play the functions of the grass-roots political power; its survival and development requires changes in the leaders'view on power; government must strengthen socialist democracy and legal system; the important foundation of consolidating national grass-roots political power in rural areas is to resolutely carry out the regional national autonomy policy. Of course, the six measures are not enough; Only by constantly exploring, reviewing and improving in the process of the actual construction of new countryside, can we ultimately build a new socialist countryside, so as to achieve the overall goal of building a moderately prosperous society at last.
