Thinking Of The Rural Grass-roots Cadres’ Construction In The Background Of The Socialist New Countryside

The rural grass-roots cadres as representative of our party and government in rural are the core leading power and strong governing foundation, are the direct practitioners for strengthening flesh-blood relationship between our party and farmer, are the servicer for implementing every policy of our party in rural. The condition of the rural grass-roots cadres directly relate to the construction of socialist new countryside, relate to the realization of building into a well-off society on schedule, relate to the harmonious and stable development of the national economy and society. Therefore, strengthening the construction of rural grass-roots cadres under the background of the socialist new countryside has important practical significance. The paper selects Xiping town, Gangu County, Tianshui City, Gansu province(Hereinafter referred to as the X Township)as an example, analyzing the problems and difficulties of the construction of the rural grass-roots cadres through field investigation, and offering the suggestions for strengthening the construction of the rural grassroots cadres. Except for the introduction and conclusion, the paper is divided into three parts:The first part mainly discuss the close relationship which is indivisible and interactional each other between the socialist new countryside and the rural grass-roots cadres. The starting point to demonstrate the relationship of the two is to analyze both of their connotations. At the same time, to measure the comprehensive ability of the rural grassroots cadres based on the twenty words policy of the socialist new rural construction, it puts forward corresponding requirements on ability of the rural grass-roots cadres, objectively force the rural grass-roots cadres as the rural superstructure to reform, in order to satisfy the requirement of the socialist new countryside construction.The second part mainly demonstrate the difficulties and problems that exist in the construction of the rural grass-roots cadres. Make the present status of X Township’s new rural construction as the breakthrough point. By analyzing the achievements and difficulties of the construction of the X township’s socialist new countryside, supporting the important role of the rural grass-roots cadres in the construction of the socialist new countryside, as well as further support the close relationship between the socialist new countryside and the rural grass-roots cadres. Then take the X township’s rural grass-roots cadres’s six structures(the position, gender, age, education, professional and Party members) as fundamental basis to analyze and summarize the difficulties and problems of the grass-roots cadres’construction:they are insufficient of material and political treatment, it is unreasonable in their age and knowledge structure, the fault of the team construction, they are slack in learning, they are insufficient of the ability of administration according to law, they are insufficient of the subjective initiative constructing the socialist new countryside.The third part expounds suggestions of strengthening the rural grass-roots cadres construction, there are six suggestions:optimizing the access mechanism, incentive mechanism, flow mechanism, education training and study style construction mechanism, evaluation and elimination mechanism, improving the ability of administration by law and the scientific development.
