Perspective Of A New Socialist Countryside, The Rural Grassroots Political Power Thinking

The construction of new socialist village in the past three years has proven that the rural grass-roots level political powers play a key role in the process. Many problems, however, still exist in the construction process. For example, defects in the construction of rural grass-roots level political system, absence and breach of duty and illegal administration of the governments in villages and towns, low comprehensive quality of the peasantry. All these problems are directly influencing and hindering the process of the construction of the new socialist villages. The author of this paper applied theories to practice, accumulated substantial related materials and made in-depth researches in the grass-roots level. On this basis, the paper analyzed the current problems in the rural grass-roots level political powers and reasons why, made a series of propositions to enhance the construction of rural systems and continually perfect related legal systems, promote vigorously the construction of village committees and people's congresses in towns, transform the functions of rural governments and construct service-oriented legal administrations, and train and cultivate new peasantry. The author of this paper attempts to propose new ideas to the construction of the people's congresses in towns, and explores how to construct the full-functional people's governments in villages and towns in its real sense, hoping to use the study in the paper for reference in the construction of rural grass-roots lever political powers and therefore, promote the construction process of new socialist villages.
