Research On E-government Perofrmance Evaluation In View Of Performance Prism

Driven by the knowledge economy and information society, E-government develops rapidly. But with huge amounts of money, a large number of network systems, business systems, databases, etc. invested by government, most of them can not be achieved in the true sense of connectivity and efficient operation. Thus the tracking and assessment of E-government in our country has become an effective means of healthy and rapid development of E-government.Based on the gathering of existing literature, we first probed into the designing principle,designing thoughts of E-government performance evaluation index systems, and select and improve the performance prism model through analysis of the existing performance evaluation models used comparative. Then we design the evaluation index system from the five dimensions of the stakeholder satisfaction, contribution, government processes, capacity and output of website-building. In Chapterâ…¢,we determine to merges the quantitative of analytic hierarchy process and the inclusiveness of fuzzy comprehensive evaluation,after the comparison and selection of the current norms of evaluation. Then we constructed the Fuzzy-AHP model of Performance Evaluation, combined with fuzzy membership assignment method, the triangular fuzzy number and AHP. Finally, according to the established e-government performance evaluation index system and fuzzy AHP model,conducted a comprehensive evaluation to a drug administration department,it approves the evaluation system and the reliability of models are verified.This paper discusses e-government performance evaluation from the view of the performance prism theory,and constructs the initial e-government performance evaluation index system on the basis of the improved performance prism model;also, merges the analytic hierarchy process and fuzzy comprehensive evaluation,constructs an integrated evaluation model for empirical evaluation of E-government performance. For the performance evaluation of e-government System, it can broaden our view in this area and provided new approaches to the study of the establishment and application study of E-government performance evaluation index systems.
