Business Process Reengineering (BPR) which was put forward by Dr. Hammer is defined as "rethink, redesign and reengineering the processes of enterprises fundamentally in order to achieve remarkable improvements in the key indexes of contemporary era such as time, quality, cost, service and so on ". And he also points out that most processes we have been accustomed have developed since many years ago, and have little value now, but we are reluctant to change and continue to follow them because of habits. As a IT based, customer-centered, systematic and process-improved philosophy, BPR has broken through traditional thinking system of labor division and emphasized process-oriented instead of function-oriented, and brought up a new thinking way of operation and management of our enterprises. In a fierce market competition, a lot of enterprises have realized that it is necessary to carry out BPR, however, the facts suggest that in practice BPR projects have a high failure rate more than 70%, and owing to this, most of them hesitate. But if we can understand the key influencing factors of BPR and discussed their dynamic mechanism in detail, thus probably avoiding the risks and difficulties in the process of BPR. And to evaluate performance of BPR corresponding to the evaluation index system, enterprises may find out the deficiency of their own, in addition to pre-evaluate to reduce risks of BPR, thus taking measures to improve. BPR has brought great influence to theoretical and industrial fields, In front of the high failure rate of BPR researchers have realized that as a theory system BPR has not been perfect, and the whole theoretical system of BPR has not yet been shaped. For these reasons we try to do some research on influencing factors, dynamic mechanism as well as enterprise performances'evaluation of BPR, and hoping to give theoretical guidance of application of BPR, and that is the theoretical and practical significance of this research.
