As an important method for management, it is necessary to implement policies for the central as well as the party committees and government at all levels. Then it clarifies the conceptions of the whole superintendence and the executive efficiency and ability in this paper, and is benefit for the relevant theories. Next taking Xinjiang Uygur Autonomous Regions Emin County for the example, it studies the situations and measures in enhancing committee and government executive and efficiency ability. On the basis of the former chapter, it analyzes the existing problems in the aspect of executive function and carries on the reason analysis. The next chapter raises relevant measures and suggestion to enhance executive efficiency and ability. In the last, It makes a general summary.
