Research On The Democratic Parties Participate In Legislation

As Political Participating Party in China, The Democratic Parties in China participate in the state political power, participate in major state policies and national leadership candidates discussion, participate in national affairs management, national policies, laws and regulations formulation and execution. With the gradual strengthening of democracy and legal construction in China, the Democratic Parties in China have strengthen their roles in participation in the management of state affairs and democratic supervision; and play an active role in legislation, administration of law and legal supervision. The thesis analyses the proposals from Democratic Parties—which are the main methods Democratic Parties participate in national affairs management, analyses the relation between Democratic Parties and local legislation, supplies some reference to understand Democratic Parties participate in local legislation and also gives some suggestion for Democratic Parties to effectively participate in local legislation construction.Domestic scholars mainly explore political party systems, the role of domestic parties in socialist legal system and pay much attention to the self-construction of domestic scholars while less from proposal's view and make systematical analysis of empirical proof. The thesis uses proposals of democratic parties as analysis samples and collects proposal in Hunan Province-level for nearly three decades of various democratic parties, trying to analyze the regularity of the democratic parties' proposals from data statistics and other multi-level analysis, using empirical research methods to explore the proposals'role and impact in local legislation, so as to provide valuable proof to the positive interaction of democratic parties and local legal system.This dissertation takes Democratic Parties in HuNan as analysis sample. Lots of real data are collected; statistical analysis and multi-tier analysis are applied to analyze the advantage, characteristics, interest inclination of the Democratic Parties participating in legislation. The dissertation analyzes some case in detail to explorer the approach the Democratic Parties'contribution to legislation, and the impact of Democratic Parties'proposal to legislation. By this analysis, we can provide a trusty window to learn how Democratic Parties participate in local or domestic legislation and country affairs; and provide approaches to how Democratic Parties can take a more effective role in legislation construction.
