The Study Of The Functions Of The Participating Parties

The system of multiparty cooperation and political consultation under the leadership of CPC is a basic political system of our country,which is also a political party system with Chinese characteristics.Chinese political party system includes CPC and eight democratic parties(the Revolutionary Committee of the Chinese Kuomintang,the Chinese Democratic League,the China Democratic National Construction Association,the China Association for the promotion of democracy,the Chinese Peasants and Workers Democratic Party,the China Zhi Gong Party,the Jiu San Society,the Taiwan Democratic Self-Government League).The relationship between CPC and the democratic parties is different from the western political parties.CPC is the ruling party and the democratic parties are the participating parties,not the opposition parties;CPC and the democratic parties are in the long-term coexistence,mutual supervision,treating each other with all sincerity,sharing weal and woe;They work together to build socialism with Chinese characteristics rather than against each other..Paying attention to the functions of the participating parties is conducive to the scientific and democratic decision-making of the Party committee and government,to promote social harmony and stability,to provide personnel and intellectual support for the economic and social development.It is also the inherent requirement to realize the Chinese dream of great national renewal.Party functions can be divided into basic functions and operational functions.The multiparty cooperation system in China is a political party system with Chinese characteristics.As participating parties,the functions of the democratic parties have their own characteristics and are different from the functions of western political parties.Generally speaking,the functions of the democratic parties include five aspects:participation in the management of state affairs,democratic supervision,social services,interest expression and coordination,self education.The United Front Work Regulations of the Communist Party of China(for trial implementation)expanded the basic functions of the participating parties,adding the content of participating in the political consultation of CPC.Therefore,the basic function of the participating parties is participating in the management of state affairs,democratic supervision and political consultation.This paper focuses on the discussion of the basic functions and the social services function,which is one of the important operational functions of the participating parties.With the convening of the central United Front Work Conference and the promulgation of The United Front Work Regulations of the Communist Party of China(for trial implementation),the participating parties' duty performance is not only facing new opportunities,but also ushered in new challenges.Taking Dongying city as an example,this paper studies and discusses the present situation of the participating parties' functions,the existing problems.the causes and solutions of the problems.At present,seven parties have established organizations in Dongying city except the Taiwan Democratic Self-Government League.The democratic parties earnestly perform the functions under the leadership of Dongying municipal Party committee,involved in the political power gradually thorough.The suggestions are fruitful,the political consultation is increasingly standardized and the social services are extensive.The democratic parties performed their duties effectively.In the meanwhile,their ability to perform duties is improving continuously,which makes a positive contribution to the economic and social development of Dongying city.While affirming the achievements,it is undeniable that there are still many problems.It is not an ideal amount of high level political participation results;not too many results could be adopted by government departments or as a decision-making reference,the effectiveness of political participation is not obvious;the content and efficiency of the supervision is not good enough because the function of democratic supervision is a mere formality to a certain extent;since the political consultation work is not standardized,very few results come out;social service activities are not long-term and persistent;the ability to perform their duties by modern means needs to be improved;with quite a low social influence the political party's social recognition is not high,and so on.The existence of these problems hinders the play of the functions of democratic parties to a great extent.In order to further develop the important role of democratic parties in the economic and social development,to promote the effectiveness of the functions of the participating parties,this paper analyzed the causes of existing problems and put forward specific measures and countermeasures.The reasons for the problems that exist in performing duties are:the party members' sense of duty weakened,enthusiasm and initiative is not high;the construction of grass-roots organizations is relatively weak,very few activities,the activity content is monotonous,lacking of activity funds;the collective strength of the grass-roots organizations cannot be fully played;the informed and performance channel should be smoothed;the function mechanism is not perfect,the level of standardized,institutionalized,programmed performance is not high enough;the lack of effective supervision,evaluation system and mandatory constraint results that the performance is a mere formality to a certain extent;the ability and level of the members is limited.For the problems and causes of the problems,this paper puts forward the specific measures and countermeasures,and there are five main aspects:to win the attention and support of the ruling party further;to strengthen the construction of political culture and strengthen the political identity of the participating parties;to enhance the self construction,including ideological construction,organizational construction,work style construction,system construction,to improve the ability and level of the function;to establish and perfect the political party performance evaluation system;to improve the ability of using modern technology.
