Study On The Precision Of Social Assistance For The Disabled In Zhenjiang City

The key point of accurate social assistance for a disabled person is social resource allocation.Solve the problem from point to point and improve the efficiency of assistance.As a local city of Jiangsu province,Zhenjiang holds a higher economical level than the average level of China.Zhenjiang is facing a serious problem of aging populations with an increasing number of old people.Depending on the developing strategy of Zhenjiang,a new method to improve the accurate social assistance for the disabled person has been proposed.The key data was collected through the literature review and questionnaire.At present,the accuracy of social assistance for the disabled mainly depends on the accuracy of identification,content and management.In the aspect of the precision of identification,there are some problems such as the single means of identification and the lack of identification power.The main body of accurate identification of persons with disabilities in Zhenjiang is the relevant government departments,and there is no effective integration and mobilization of the grass-roots community and non-governmental forces.In terms of the accuracy of assistance,Zhenjiang has carried out social assistance in five major areas,namely,financial assistance,rehabilitation assistance,employment assistance,legal assistance and educational assistance,taking into account the type of persons with disabilities.Along with the continuous work,in which the relief content and the demand is not equal,the relief fund is not in place the question is particularly prominent.In terms of management precision,Zhenjiang relies on relevant laws and regulations to implement precise management of persons with disabilities and related staff in its jurisdiction.Because of rigid management means,lack of linkage management mechanism and more detailed legal documents,there is obvious deviation between precision management effect and expectation.Through a large number of data investigation and combined with the main problems exposed at present,this paper puts forward the corresponding countermeasures in three aspects: The identification of social assistance for the disabled,the content and the management.Because the data used in the analysis are all from the front line work,it has a higher reference value for the future work.
