Facing the new century, the emergence of new international and domestic situation, the party of Sixteenth National People's Congress proposed the "inner-party democracy is the life" of this historic scientific thesis, It reveals the position of the inner-party democracy in the party building in the new century, the first time the Democratic Party raised to about the height of the life of the party, which is to continuously explore the ruling law with Chinese Communist Party as the ruling party, the courage to analyze the actual situation of the party arrived a correct conclusion. Developing inner-Party democracy is a basic approach and method to settle the inner-Party contradiction and strengthen party solidification, a requirement to maintain its progressiveness and vigor, a means to innovate the Party's way of leadership and governance, an intrinsic factor to carry out the important though of "three represents", a precondition to carry forward democracy and reform in political structure, a vital weapon to check the spread of corruption, a foundation to build up a well-off society in an all-around way, and a security to rejuvenate the Chinese nation. The building and perfecting of the CPC which is in the saddle is the key power to push the development of the People's Republic of China. The development and construction of the PRC, especially has direct effect to promote the development of socialist democracy and political civilization.This article study inner-party democracy building mainly from four sections. The first part, explain the meaning of democracy within the party as well as some of the concepts related to inner-party democracy, including democracy, democratic rights of party members, party democracy and the interaction between people's democracy, inner-party supervision. The second part, by reading Marx, Engels, Lenin, summarizes the thinking of revolutionary teachers about inner-party democracy. The third part, recalled the founding years, the development history of inner-party democracy and development stage of the valuable experience accumulated in the course. The fourth part, in summing up historical experiences and lessons based on the combination of the specific situation of the Chinese Communist Party, to explore the ideas and measures of development of inner-party democracy.
