Since The Third Plenary Session Of The Communist Party Of China Democratic Governing Idea And Practice Research

The Communist Party of China is on the way of exploring the democraticgovernance for a long time, especially since The Third Plenary Sessionof the Eleventh Central Committee. In the construction of socialistpolitical civilization with Chinese characteristics, our Party exploreconstantly, pursuit democracy and insist on the democratic governing.This paper discusses the final establishment of the concept of democraticgovernance and its current practice situation. Basic on the research above,the paper will put forward some suggestions according to the problems andchallenges. The whole paper consists of introduction, text, epilogue. Thetext is divided into four parts. The first part mainly elaborates theestablishment of the concept of democratic governance of the ChineseCommunist Party. First of all, it explores deeply and f clearly the conceptfrom two angles. Secondly, the paper summarizes the history of thecontinuous explore of the Party since the introduction in the ThirdPlenary Session of the Eleventh Party’s Congress to the clearance of theconcept of democratic governance. Finally, on the basis of making a numberof fundamental analysis, considering its aims and objectives and beingcombined with the features of its own, the paper tries to put forward tothe three institutional requirements, also the three elements ofconsidering the current situation the democratic governance which are thedemocracy system in the Party, the inter-party supervision system andgrass-roots mass self-government system. The second part analyses thecurrent democratic ruling status, especially pay attention to theconstruction of democracy within the party, democratic supervision, andgrass-roots autonomy based on the consideration of the three elementsmentioned above. The third part is mainly about the path analysis ofpromoting the democratic governance. The paper will come up with thecorresponding suggestion and countermeasure centered on the secondportion of the problems.
