The word'voluntary service'has been very popular since the 20th century, and voluntary service has gradually been carried out comprehensively in the world and is playing an increasingly important role in the national economic development and social progress. Voluntary service began to develop massively in the early 90s, in the recent 20 years or so, volunteers are playing an active role in poverty alleviation and development, community construction, large-scale competition, people's production and life, as well as environmental protection.In 2006, through the discussion of on (About the CPC's major decision on the issues of building a socialist harmonious society), it is pointing out " by using mutual love and community service as a main theme, to deepen the development of urban and rural social voluntary service activities and to build a system of social voluntary service that links up directly to government service and marketing service. All of these have illustrated that in the recent and future period; voluntary service has been and will be always considered and placed on the overall work of government, as well as on the economic and social development areas. Furthermore, voluntary service is becoming increasingly crucial to carry out the construction of building a harmonious socialist society.This paper initially outlines the background of the development of voluntary service and the meaning of it by starting with its concepts that expounds the fruitful result of the theoretical research of voluntary service activities of at home and abroad; compares the status quo of domestic voluntary service to the international ones which includes the voluntary service traceability, development and characteristics. In the light of the actual investigation, it focuses on the analysis of the development and status of voluntary service of Zhaoqing City and identifies the restrictions of voluntary service development. Strategies and suggestions of how to improve the development of voluntary services of Zhaoqing within the current situation is brought up in accordance to the founded issues and causes. Last but not least, it has also proposed to create a positive environment for the development of voluntary service and the improvement of management of voluntary organizations and the establishment of a human-based incentive in the form of voluntary service, as well as to deepen the four aspects of the development strategies.
