Research On The Current Situation And Countermeasures Of The Government To Avoid The Conflicts In The Construction Of Public Facilities In Zhaoqing City

In the 1960 s,the United States began to fight against the construction of "polluting facilities" such as toxic waste disposal sites in landfills.Since then,more and more cases have appeared in the construction of other public facilities,such as parking lot drug addiction treatment center,homeless shelter,etc.the affected people unite to fight against the government or developers,which makes the construction of such facilities fall into an impasse.This phenomenon is the problem of neighborhood avoidance.After that,the neighborhood conflict appears in different degrees all over the world,and scholars all over the world begin to carry out a series of researches on it.However,in recent years,most of China's neighborhood problems have been in the strange circle of "closed decision-making,public opposition,government suppression,conflict escalation,construction suspension and compromise".This is the outstanding performance of the phenomenon of neighborhood avoidance in China in recent years.Many scholars summarize this phenomenon as "Chinese style neighborhood avoidance".In the face of the situation of "everyone's shouting and fighting",the neighborhood facilities "make trouble as soon as they are built,and stop as soon as they make trouble",so the neighborhood events often show the development track of "extreme" and the process of "compromise" to calm down.It is of great practical significance for the healthy development of the current economic society to scientifically manage the neighborhood conflict and promote the smooth construction of public facilities with the neighborhood property.Starting from the theory of risk society,stakeholder theory and new public service theory,this paper takes the governance of neighborhood conflict in the construction of public facilities in Zhaoqing City as the research object,summarizes the current situation of governance,analyzes the failure cases of garbage incineration power generation project in Lubu Town,Gaoyao district and the success cases of garbage incineration power generation project in Lecheng Town,Gaoyao District,and sums up the positive and negative cases of Zhaoqing There are some problems in the governance of the neighborhood conflict avoidance government in Qingshi City,including the idea of governance has not been changed,the governance system is not perfect,the location procedure is not standardized,the compensation mechanism is not perfect,the risk management needs to be strengthened and the public communication is not smooth;the causes of the problems are that the social risk awareness is not in place,the relevant stakeholders are not equal,and the public service mechanism is not perfect;learn from domestic and foreign experience from the theory After the law,it puts forward the Optimization Countermeasures of the government governance of the neighborhood conflict in Zhaoqing public facilities construction,namely,changing the thinking of the neighborhood conflict governance,building a scientific and reasonable governance system and mechanism,making a scientific and standardized location selection procedure of the neighborhood facilities,building a diversified ecological compensation mechanism,taking a variety of measures to eliminate the risk of the neighborhood,strengthening communication with the public and public opinion guidance.Through the research of this paper,I hope to solve the problem of the governance of Zhaoqing City's public facilities construction,improve the government's governance ability and service level,promote the construction of local public facilities,and provide some reference for other cities' neighborhood conflict governance.
