Study On The Dilemma Of Law Enforcement Against Unauthorized Construction In Y Village D District Of Zhaoqing City

Since the reform and development,the domestic economy and society have developed at a high speed,and the process of urbanization has been accelerating.Under this development mode,urban land use is increasing.Government management and urban planning and construction face more complex environment,under the influence of traditional institutional mechanisms,the current management level of government departments and urban planning and construction concept has not been comprehensively improved,a large number of illegal buildings still exist.The existence and spread of illegal buildings affect the integrity of urban planning and urban construction,at the same time directly affect the city appearance environment,resulting in certain social and public safety risks,for each city,illegal building management is a long-term arduous task.Base on this,starting from the basic concepts of urban villages and law enforcement on illegal construction,this article analyzes the current situation of law enforcement on illegal construction of Y Village,D District,Zhaoqing City.Based on the current situation of illegal construction in the region and the current status of law enforcement,starting from the law enforcement process,the content of law enforcement work and relevant policy basis of the law enforcement department,the characteristics and main results of law enforcement on illegal construction of the Y Village are analyzed.This paper points out that the law enforcement on illegal construction of Y Village is faced with some basic problems,such as the prominent problems of illegal law enforcement,the law enforcement object's resistance to the law,the low efficiency of law enforcement,and serious phenomenon of duplicate law enforcement.It also explored main reasons for the formation of the Dilemma of law enforcement against unauthorized construction.This article proposes that in order to solve the dilemma of law enforcement on illegal construction of Y Village,D District,Zhaoqing City,it is necessary to build a comprehensive legal system,formulate special laws regulations for the identification and disposal of illegal construction,improve the operability of existing laws.At the same time,we should strengthen the management of law enforcement on illegal construction,pay attention to scientific urban and rural planning,and improve the efficiency of examination and approval.It is necessary tobuild a comprehensive and coordinated linkage mechanism of law enforcement under urban management system,improve departmental coordination and implement a inverted inspection system,and regulate the behavior of law enforcement personnel.All law enforcement agencies should further improve the comprehensive quality of law enforcement personnel,improve the mechanism of public participation in urban and rural planning,and create a good environment for law enforcement on illegal construction in the region.
