The Study Of Gansu Materials Industry Patent Strategy

Since the new century, China's intellectual property has developed rapidly, but it didn't change the backward situation. After joining the WTO, we face serious challenges, which have a great relationship with the intellectual property' backwardness. So we should make the comprehensive intellectual property strategy, combine the intellectual property creation with the protection. In 2007, Secretary General Hu Jintao proposed the implementation of Intellectual Property Strategy in his report of the 17th National People's Congress National People's Congress. In 2008, the State Council issued the "Outline of National Intellectual Property Strategy". Intellectual property strategy has become one of China's major development strategies.Gansu Province, as one of backward economic development and scientific level western province, compared with more developed eastern areas of intellectual property, there is still some way to go. It is particularly urgent and important to promote and strengthen the intellectual property strategy in Gansu Province. In order to develop intellectual property strategies of Gansu Province, we were relying on the soft science projects (ss08-A-13) of the State Intellectual Property Office-Investigation of Intellectual Property Strategy in Gansu-the patent strategy of Gansu Province pillar industries. Our research group took more than four months, and investigated more than 100 key enterprises in Gansu Province for its patent strategy. Based on the status and material industry of Gansu Province and the important position of heavy industry, this article concentrates on the patent strategy from the perspective of the patent work, selecting seven representative state-owned enterprises, researching the status of theirs patent work, digging the existence of various factors, and analyzing the standing out problems, giving advice and suggestions of materials industry's patent work. This research is divided into three parts:The first part:Overview of Gansu Materials Industry. It introduces Gansu Province structure and the materials industry Companies briefly. The Second part:the Survey of Materials industry pillar enterprises' patent strategy and the analysis of the problems. Through the investigation of the seven state-owned enterprises patent strategy, basing on the analysis of materials industry's patent problems and the interview of the responsible person, it makes a brief summary to the causes of these problems. The Third part:countermeasures and suggestions on strategy and the protection of Gansu Province materials industries. Through the second Part' analysis, it combines with successful experience in the industry at home and abroad, promotes countermeasures and suggestions from four perspectives:the institutional level, the role of government, the corporation and the industry association's function.
