In the international community, the nations'nuclear activities are keeping a stable and orderly status now. This kind of status can be called nuclear order. In accordance with the views of this paper, the evolution of international nuclear order has three stages. The first is the U.S. Control Age, the next one is Nuclear Technology Proliferation Age. Nuclear Non-proliferation Age is the last one, which also be called The Present Nuclear Order. To base on the NPT, there are three parts in The Present Nuclear Order, The Nuclear Non-proliferation Regime, The Peaceful Uses of Atomic Energy, and The Nuclear Arms Control and Disarmament. The Nuclear Non-proliferation is the basis and core among all of them. In fact, there is a regime named The Parallel Nuclear Non-proliferation Regime in the whole Cold War period. It is more effective than International Nuclear Non-proliferation Regime, which often referring by scholars now. With this regime, Soviet and U.S. shared the leadership of nuclear order in the Cold War. The Parallel Nuclear Non-proliferation Regime makes a great contribution for control nuclear weapons horizontal proliferation. Its end takes some effects on the present nuclear order. The one of them is nuclear issues occur frequently in the Post-Cold War era. The America acquired the leadership of nuclear order after Cold War ended. Then the Washington changed non-proliferation policy in the nuclear field, and these kinds of actions are thought to try to construct a new nuclear order. The new order is more inclusive than past one, which is the beginning of the global nuclear order.
