The international nuclear non-proliferation regime has been built for half a century. During this period, the nuclear non-proliferation regime has made a great contribution to nuclear disarmament, peace and stability of the world. International non-proliferation regime established in the Cold War, after the Cold War, the international situation has undergone significant change, the situation of nuclear proliferation has become more severe. How to make the full use of the international nuclear non-proliferation mechanism has drawn the academic focus. This paper studies the constraining force of the international nuclearnon-proliferation regime, through methods of qualitative analysis and quantitative analysis. As rational actors, the states develop nuclear weapons because they can not get enough profit of the nuclear non-proliferation regimes. In order to make the regime can get its power, there four conditions must be satisfied: 1,the states must comply with the non-proliferation regime; 2, member country have been identified by the other membership; 3, the state comply with the rules and has freedom in economic activities; 4, the national security be guaranteed. In above conditions, the national security is the most important. If the national security can not be guaranteed, even if other conditions are met, the regime can not constrain the acts. To the country, if the national security can not be guaranteed, the profit to develop the nuclear weapons will be bigger than complying with the nuclear non-proliferation regimes. The ration of the states will feature the actors to make choices.In the analysis of the North Korean nuclear issue, the main analysis is concentrated on the six-party talks. Although the six-party talks have been carried out six rounds, the achievements are inadequate. The main reason is the six-party talks did not touch the core of the issue which is also the North Korea most concerned that the protection of national security of North Korea. If North Korea abandon its nuclear program, who will protect the national security of North Korea. This problem can not be well resolved, the North Korean nuclear problem still has a long way to go. The reason why the North Korea to develop nuclear weapons, mainly due to its national security. Over half a century, the U.S. has disposed large numbers of troops in the South Korea. The memory of the Korean War is still deep, the people in the North Korea still feel unsafe. In this case, it is most needed is security. Therefore, the North Korea choose to develop nuclear weapons. To make the six-party talks on Korean nuclear issue have sufficient constraining force, it is necessary to make progress in national security, political identity and economic freedom. Only in this way, it will be probably to solve the Korean nuclear issue.
