The Research On Legislation Of Drinking Water Security In China

Drinking water security heavily relates health and life of human being. Due to the level of economic development, natural conditions, and other factors, farmers are often extracted to the surface of the water for drinking in our country. However, with the increasing environmental pollution, the drinking water quality for majority of rural areas is worse and worrying, even in some areas, the drinking water hazards people's health. Population of rural areas accounts for 70 percent of the China's population, so resolve about the problem of drinking water security in rural areas is directly related to the degree of drinking water security in our country. Hence, as an important part of new rural construction, drinking water security in rural areas is very urgent.This study contains five segments. The first part is "Introduction", we briefly describe our research background, and raise our research questions, research purposes and implications; the second part is "necessity of strengthening the legislation for drinking water security in rural areas". From three different perspectives of protection for ecological safety, protection for human rights and sustainable development of rural areas, we analysis the necessity of legislation for drinking water security; the third part is "legal basis for legislation of drinking water security in rural areas". Based on theory of jurisprudence and environmental law, we analysis the legislative guidelines for improving and making laws of drinking water systems, which aims to provide theoretical support for making laws of drinking water security in rural areas; fourth part is " Problems for laws of drinking water security". In this section, through summarize and analysis of the relevant laws and regulations of drinking water security in rural areas, we find loopholes and defects in current law and legislation; fifth part of "the protection of rural drinking water, improving the legislation". Based on prior analysis, guided by policy of new countryside construction, we give some advices about improving and making laws of drinking water security on the theoretical basis of Jurisprudence and Environmental law and conditions of drinking water in rural areas.Drinking water security in rural areas matters about life and health of farmers, sustainable economic development in rural areas, even more goals of new countryside construction. Therefore, the improvement and development of laws of drinking water security in rural areas makes significant consequence:at one hand, they provide a legal basis for protection of drinking water security in rural areas, improves the quality of life for farmers; at the other hand, they are conducive to the coordinated development between economic and environmental, speed up the process of new countryside construction, and promote goals of "harmonious society".
