Study On Anhui Province Grass-root E-government Development Under New Stations

Nowadays, with the increasing popularity of informatization, Information technology, which is based on computer and network technology has been widely used in every walk of life and has greatly promoted their operational efficiency in production, consumption and management. Similarly, informatization is widespread in the administrative region. Office information has been popularized in the government. Furthermore, high-level information technology in government organization has been adopted in every field including routine office work, information gathering, information issue, information sharing and management of public affairs. The national mode of networking management in administration comes into being, but information technology is hard to put to use in the grass-root administrative organization for such causes as the limitation of environmental situation and the information technology used in grass-root administrative organization is lagged far behind. With the rapid expansion of modern information technology and the further improvement of socioeconomic situation in our province, grass-root governments have attached increasing importance to the construction of e-government. Various software and hardware technologies have been adopted gradually in the construction of our grass-root e-government. In recent 10 years, the grass-root e-government construction in Anhui province has gone through various difficulties, for example, it is badly restricted by the social economy in Anhui province. Its development is lack of funds because of the backwardness of economy. The grass-root officials have not taken practical action to develop it, etc.Through the analysis of e-government development at home and abroad, Firstly, this thesis focuses on finding the route and mode in constructing e-government of developing countries, analyzes and sums up the experience and advantages of developed countries in developing e-government to enlighten the train of thought in developing grass-root e-government in our province. Secondly, this thesis analyzes the current situation and existing problems in grass-root e-government construction of our province. At last, this thesis sums up the basic experience of e-government construction of Su Song County-an underdeveloped county in our province because socioeconomic development of Su Song county is quite representative in Anhui province and most regions in Anhui province are similar to Su Song county in socioeconomic development. Trough the sum-up of the experience in Su Song county's e-government construction, this thesis offers tactics and suggestions toward grass-root e-government construction in the hope of making a reference to the grass-root e-government construction in our province. This thesis mainly focuses on the following aspects:firstly, this thesis sums up and analyzes the domestic theories and practice for developing e-government, grasps the routes and direction of international e-government construction and makes clear the current situations and foundation in the research of e-government. Secondly, this thesis focuses on the process and direction of e-government construction in developed countries throughout the world, fully recognizes and understands the developing routes and modes of e-government construction in developed countries. According to the current situations of our province, this thesis alters and utilizes the experience of e-government construction in developed countries. Thirdly, on the one hand, this thesis checks into the current situations of grass-root e-government construction in our province, summarizes and finds the existing problems in it. On the other hand, this thesis analyzes in depth the current situations facing the grass-root government in our province and figures out the environment for our grass-root government to construct e-government. At last, taking a typical county-Su Song county as an example, investigating and analyzing in depth the e-government construction in Su Song county, this thesis enumerates the basic ways and experience of grass-root government e-government construction in Su Song county and sums up its achievements. Through the enlightenment of this typical county's e-government construction, the author puts forward the direction, key task and strategies in e-government construction of Anhui province:E-government construction plan should be paid enough attention to, great importance should be attached to it ideologically and the historical chance in constructing demonstration plot of industrial shifting from coastal cities to national metropolitan group along the Changjiang River in Anhui Province should be grasped.Constructing plans, coordination and resources should be integrated to realize leap-type development of grass-root e-government construction in our province, offer a better e-government service for the public and create an excellent administrative service environment for the construction of new countryside, for the service for our agriculture, rural areas and farmers and for taking a new road to industrialization.
