Research On The Development Of E-government Of The Grass-roots Government Of Shandong

With the continuous improvement of people's requirements for the quality of government services,it has become an important trend to improve the efficiency of government affairs and promote the innovation of government management through e-government.E-government can be seen as the extension of government information system to enterprises and residents in the Internet era,a new opportunity to promote economic and social development,and a new model to promote the economic and social development of countries and regions.However,the grass-roots government directly faces the demands of the masses,and the development of e-government at the grass-roots level can also promote the transformation of government functions,update the government's administrative concepts,improve the service quality of grass-roots government,reduce the administrative costs of grass-roots government,improve work efficiency,promote the openness of government affairs at the grass-roots level,and strengthen the construction of a clean government.Embodying the overall quality and level of e-government service is the ultimate embodiment of the achievements of e-government construction of governments at all levels.This paper uses literature research method,questionnaire method,comparative research method to study the relevant concepts,development process and significance of e-government,through the analysis of the development of e-government at the grass-roots level in Shandong Province and the current situation of e-government development in Qihe County,including the questionnaire survey on the application of E-government in Qihe County.This paper briefly introduces the implementation of "one window acceptance" in Qihe River,as well as the extensive application of Qihe River in e-government,the achievements of the party and government management service center and grid construction,etc.It reflects the problems of e-government development in grass-roots government of Shandong Province,including the "Internet +" and government services can not be fully synchronized;the "information isolated island" problem is serious;theapplication level of big data and cloud platform is low;e-government lacks effective assessment;the development of village e-government is lagging behind.By drawing on the successful cases of e-government development in Anhui,Tianjin and Yancheng,as well as the useful experiences of the advanced countries such as the United States,Singapore,Korea and other e-government,we put forward the "Internet +" and the development of government services at the same time.Application and establishment of grass-roots government e-government performance appraisal mechanism and other countermeasures and suggestions for the development of grass-roots government e-government in Shandong Province.At the same time,relying on the system of Qihe County Party and Government Management Service Center and grid management mode,this paper further extends the grass-roots government e-government to the development of village affairs,and provides convenience for more rural people.
