On Construction Of Regional Regime System Of Ecological Security

Right now, the environmental degradation is becoming a global problem. With the ecological crisis increasing severely, the ecological security is becoming a vital part of national security, and the protection of regional ecological security is the prerequisite for the national environmental security.However, the current environmental protection laws in China are lack of holistic narration and tighter specification on ecological security, and this makes it hard to apply these laws into real practice.Qinghai-Tibet Plateau not only has an infrequent high altitude, but also owns unique ecological value, and this region contributes a lot on the climate regulation and conservation of water and soil at the national and global level. If its eco-system was damaged, then this would lead to a disastrous situation, which was definitely unacceptable. From this matter of fact, it is vital to emphasize the safety of its primitive ecological environment.In this paper, safety theory of regional ecological security and achievements on the environmental laws at home and abroad are introduced, and then the inevitability and urgency of emphasizing the regional ecological security of Qinghai-Tibet Plateau is put forward. Based on the status quo of Qinghai-Tibet Plateau, this research aims to find a method of environmental protection, by applying various principles (i.e., ecological laws, reasonable utilization of resources, etc). Combined with the relative environmental laws, some personal opinions on functional mapping of government departments, public participation, taxation system of environmental tax, standardization of public interest litigation, the promotion of environmental insurance, and compensation mechanism of pollution damage and so on are put forward in the research, aiming to improve the ecological security of Qinghai-Tibet Plateau and provide some references on law making and system revolution of ecological security in other places.
