Research On The Role Of Township Government In Building Rural Harmonious Society

The Sixteenth Party Congress had put forward the great strategic task of building a harmonious society. Since China is still a large agricultural country, so it is no exaggeration to say that the harmonious socialist society must build on the foundation of the rural harmonious society which is a comprehensive and fundamental issue. The success or failure of building the rural harmonious society will have a direct bearing on the success or failure of the harmonious socialist society. We must rely on a strong state power and strength to guide and integrate various social forces to create synergy in order to successfully achieve the strategy of building rural harmonious society, which is a huge and systematic project, and farmers and rural society alone can not be done just on their own strength. Township government is the most grassroots political organization, directly facing the broad masses of peasants, the best understanding of the situation of development in rural society and the needs of farmers ,the most familiar with the methods and skills of rural work, in rural development in a harmonious society can not have other levels of government substitution effect. The township government develop an active or negative effect will directly affect the process of building rural harmonious society, therefore, making clear the role of township government in building rural harmonious society is important.This paper study on the role of township government in building rural harmonious society, analyzes the limitation of the role of the current township government in building rural harmonious society and its causes, based on basic theory of the township governments and rural harmonious society, and finally proposes several countermeasures of strengthening the role of township government in building rural harmonious society .The first chapter analyzes the possibility and necessity of the role developed by the township government from four aspects as the basis of its role played in the process of building rural harmonious society , which are the important status of the township in rural harmonious society, successful experience of foreign rural harmonious society, the characters of rural harmonious society, as well as characters of contemporary rural society in China.The second part analyzes the limitation and its causes of the current township government in the process of building rural harmonious society . First of all, from the township government's own discord and rural economic, political, cultural, and social life of the township government ,analyzes the performance of the role of rural township government in the process of building rural harmonious society, and analyzes the reasons of the role of township government limitations from transformation of township government functions lag, township government financial difficulties, rural development non-governmental organizations not perfect, pressure-type system and so on.The third part of the paper put forward several measures to strengthen the role of township government in building rural harmonious society, based on the causes of limitation of role played by township government in building a harmonious society.These measures include the transformation of government functions, the establishment of public service government; strengthen township government's financial ability to provide funding for building rural harmonious community support; strive to foster rural non-governmental organizations, and enhance the strength of the body in building rural harmonious social; reform pressurized system and provide political security for building rural harmonious society.
