Representative Of The People From All Walks Of Life Study In Henan Province(1949-1954)

The design of People's Representative Conference system, which was successfully transformed into reality during the Liberation War, originated at the late period of Sino-Japanese War. At the early years after the foundation of the People's Republic of China(PRC), it was impossible to convene the National People's Congress on account of the situation. So People's Representative Conference was held under the principle of"Common Program"at various regions across the country. Representative of People from All Walks of Life (RPAWL) was held twice during April, 1950 to August 1954, in Henan province, and achieved huge success. RPAWL was far from being the same thing with People's Representative Conference, yet it carried out then all the functions of the latter. When it was impossible to conduct popular election, RPAWL worked as a transition to and preparation for People's Representative Conference.This thesis examines the development course of People's Representative Conference from its formation, initiative application during the Liberation War, to its eventual establishment. The object of this study is the RPAWL of Henan province in the period after the foundation of PRC. This thesis will combine macroscopic view with microscopic case study, focusing on the investigation of representative-electing mechanism, the operation of RPAWL, the implementation of motion, and the relationship between higher and lower conferences. This thesis also attempts to identify the roles and drawbacks played by the RPAWL of Henan province in the particular historical period.This thesis consists of seven parts:Part one covers the origination of the People's Representative Conference. It attempts to introduce the background of the People's Representative Conference system and its application during the Liberation War period. The origination and early development of the People's Representative Conference system and its characteristics are explored in this part.Part two concentrates on the establishment of RPAWL in the early years after the foundation of People's Republic of China. The reasonableness and legality of are explained through the revealing of the background and legal theory behind the establishment of RPAWL.Part three covers the historical situation of Henan province before its RPAWL was convened, revealing the necessity of the RPAWL for Henan's construction of democracy at the early period after the foundation of the People's Republic of China.Part four analyzes the representative body composition of the RPAWL of Henan province and the structure of this organization. The composition and the formation mechanism of the representative body are investigated, and the organization structure and its operation in and between the sessions are analyzed, aiming at presenting an explanation of the operation of RPAWL.Pare five centers on the duty and operation of RPAWL of Henan province. Through the analysis of the duty and operation of RPAWL of Henan province in and between the sessions and the treatment of the motions, the thesis shows the extent to which the RPAWL of Henan province had fulfilled its duty.Part six focuses on the relationship of the RPAWL of Henan province with the Military Administration Committee of Central and Southern China, the Central Government and the National Committee of CPPC. The nature of the relationship and the operation of RPAWL of Henan province under this relationship are examined.Part seven discusses the historical importance and the drawbacks of RPAWL of Henan province, revealing the contributions of RPAWL of Henan province at the early years after the foundation of People's Republic of China and offering suggestions for improvements in its operation.The last part presents an evaluation of the positive functions play by RPAWL as a democratic construction of regime under the particular historical circumstances, making a general summery of RPAWL of Henan province.
