The Communist Party Of China's Political Mobilization Under Crisis

After the Great Revolution was defeated, Communist Party of China faced with huge survival crisis. Developing the most widespread political mobilization,integrating society various aspects and launching the struggle to obtain the survival and the development was the most urgent revolutionary task for CPC.Under huge survival pressure, to unify all the party ,central authorities of CPC strengthened the centralism unified leadership and emphasized the appointment system and the patrol system to strengthen the central committee leadership over local work.The extreme severe war conditions manifested the military struggle's violent importance. Armed forces, the most powerful tool, helped CPC establish authority and carry on the political mobilization. In the countryside, without the powerful military force, the peasants will lack the essential security sense,so they couldn't give the positive response to party's political mobilization. Therefore,when CPC had entered the countryside, it strengthened the absolute leadership to the armed forces,and entrusted with the army to complete political , economical, social as well as cultural mobilization. With the army's help , the party established the party's political leading organizations and authorities in rural area. The party relied on the military force to establish the leadership system which party, government and army united. This system had high mobilization function.In this system the party occupies absolutely the leading position; the government facees society ; the army is the party's most powerful mobilizing tool. Because under the war conditions,the military plays prominent role, while CPC dealed with complex organization and political issues, the party routinely adapt to military discipline.So the party and the government had the promient military tendency,then it is regarded as the resource in system of the expanding of eliminating counterrevolutionaries. Along with the abstract of existing space in the social upper,and the defeat of uprising in city, the party realized gradually to launch the mobilization from the social lower classes to gain survival resources was necessary and urgent, so the party began to base on the countryside to gain living substances. But as a result of the lack of cadre, the army's ideological confusion and the organization's weakness of party in countryside, CPC was not strong enough to control the countryside, the peasants were not active to CPC's mobilization. For the sake of survival,in CPC's interal mobilization system ,training cadre as the core of personal mobilization ,political drill as the core of ideological mobilization and counterrevolutionary suppression as the core of reverse mobilization were formed,integrating all the party members;in CPC's external mobilization system,including agrarian revolution and mass movement,made the mass support CPC's revolution and enhanced the populace to party's political approval.CPC's leadership system had played the tremendous role in the political mobilization, making the party expand unceasingly, and finally get rolling victory. But this kind of leadership system was created under the extreme serious survival crisis, designed for overcoming the crisis, and its successful experience was also obtained under the crisis condition. Therefore, when the society got rid of the comprehensive crisis, when the party marching into the normalizing development stage, when the society was to adapt to storage quantity development, the kind of mobilization already could not meet society's development intrinsic request, the leadership system's malpractice will expose. Therefore, we need to carry out the transformation to the political leadership system. Under the normalizing social conditions, the social benefit subject tend to pluralism situation, the individual independence comimg out,so the social development's intrinsic demand should concern more about the individual, manifesting individual's value. In politics, we should permit individual political expresses, safeguard individual political rights fully, encourage and expand the individual politics participation and increases the political democratization.But, we should also realize soberly, under habit social development condition, although it reduces in the frequency, the crisis's accidental occurrence still exists. Corresponding lazily along with the habit society, members lack of preparation, crisis's breadth and intensity will greatly increase. If we handle unproperly, the partial crisis will possibly cause the integrity crisis. Therefore, we must think of danger in peace, absorbing positive factors of the centralism, and strengthening the normalizing society warning mangement to enable us to deal with crisis while enjoying achievement of development.Therefore, reviewing our country's current political reform by the political mobilization, we should seek one kind of balanced mechanism between the democracy and the centralism, establishing one kind of dynamic balanced system in the two's contradictory movement:in social normalizing development, we shall develop the democracy vigorously, encouraging the citizens to participate in politics in order ; when the social crisis appears, we must be able to strengthen the centralized leadership, mobilize various strengths rapidly,and cope with the crisis, providing the stable social order and the political context for our country economy and the social development..
