| Currently,China’s society has entered a transitional period,and new requirements have been put forward for the national governance capacity and level.The report of the20 th National Congress of the Communist Party of China clearly states the need to "improve national emergency management","improve the ability to prevent and mitigate disasters,and handle emergencies and critical public events." This also demonstrates the importance and commitment of China to emergency management.In recent years,we have experienced major crisis events such as the outbreak of the epidemic,the 7.20 extremely heavy rainstorm in Henan,and the mountain fire in Chongqing.How to effectively respond to public crisis emergencies is an important issue we face.Since the founding of New China,we have experienced many sudden public crisis events,and experience has shown that effective emergency resource mobilization is a major tool for us to overcome the crisis.Community is the last mile of social governance,the governance unit that has the closest contact with the people,and the first gateway to addressing crises.Therefore,community mobilization is an important means and tool for emergency management and a prerequisite for achieving good results in grassroots social emergency management.The process of mobilization is to reallocate,integrate,and allocate various material,human,and cultural resources.It can be said that only by fully activating and concentrating resources to respond to the crisis can we truly exert the due effects of emergency mobilization,transform our institutional advantages into governance effectiveness,and respond to sudden public crisis events.However,in practice,problems such as obvious administrative mobilization and excessive use of public resources have emerged in emergency mobilization in grassroots communities.Therefore,this article attempts to explore the following issues: How do urban communities organize emergency resource mobilization in China? What are the current problems in mobilizing various resources in urban communities? How to better conduct emergency mobilization in the future?In view of the above problems,this paper chooses the resource mobilization theory to study the urban community emergency mobilization from three dimensions: material resources,human resources and cultural resources.Based on the historical development and current characteristics of urban community emergency mobilization,it is analyzed that there are still problems in Chinese community emergency mobilization,such as unbalanced allocation of materials,limited human mobilization and insufficient cultural drive.Therefore,this paper selects the innovative practice of emergency mobilization in the process of epidemic prevention and control in H community of Beijing.The grid media mobilization model of this community can guide emergency mobilization in other communities in the future.Based on the innovative experience of H community,based on the theoretical perspective of resource mobilization,the corresponding improvement countermeasures and suggestions are put forward for Chinese urban community emergency mobilization,and the emergency response ability and level of the community are constantly improved. |
