In the new century, the rapid development of China’s Internet brings to people’s livesmore and more convenience, while produces some new problems that cannot be ignored, acase in point is the online group event. The dissemination speed of information in the internetworld is much swifter than any ways in the real world, thus the information about the focussocial contradiction will spread quickly and evokes the sentimental sympathy of multi-interestgroups and social stratums in similar social background. These people gathers on the internetto form network groups, then release and disseminate the comments, in this way the groupevents are produced, which in certain degree impact the social life, even the process ofdemocracy. However, in the current practice to deal with online group events, thegovernments are generally have a poor understanding of online group events and lack ofadvanced methods, which make the governments unable to handle the events appropriately,eliminate the effects and repair the government image, but intensify the contradiction andmake the situation even more fierce, resulting in a variety of negative effect. According to this,the author raises the subject ‘the online group event and its governance mechanisms’. In thisthesis, the author starts with the definition of the concept of the online group event, thenanalyses its characteristics and the performance of each stage, and explore the underlyingreasons. On the basis of analysis above, the author constructs the pertinent governancemechanisms of online group events.Utilizing the research methods--mainly the literature analysis and supplementary thecase analysis, the author analyses the online group event step by step, and on this basisproposes the theoretical framework and practical methods. Focused on the online group eventand its governance mechanisms, this thesis is divided into4parts. The1st part is anintroduction to the basic issues of the thesis, including the background, purpose andsignificance of the research, the current status of relevant researches, the train of thoughts andmethods of the research. The2nd part is the analysis of the online group event. On the basis of current researches on the online group event, the author defines its concept and makes clearits evolution process, then the author analyses its characteristics from3aspects: participationsubjects, demand targets and behavior patterns. The3rd part is the in-depth analysis. Drawingsupport from “the model of3stages” of crisis management theory, the author divided theonline group event into3stages: the latency–germination stage, the diffusion–recessionstage and the subsidence–extinction stage. The4th part is the concrete governancemechanisms of online group events. During the construction process of the governancemechanisms, the author draws the stage-partition theory of crisis management as thestructural support of the framework, and the governance theory as the value orientation of theconcrete measures, and from the entirety to the part, the author first propose the macroscopicstructure of the governance mechanisms of online group events synoptically from the aspectsof the subject, the principle and the framework. Then in the macroscopic structure above, theauthor concretely build the prevention mechanism, the emergency mechanism and therecovery mechanism and elaborates the component parts of each mechanism so that themechanisms can have more pertinence and maneuverability: the prevention mechanism, as thekey segment of the whole governance mechanisms of online group events, includes theinterest coordination, the conflict mediation, government image building, persuasion andeducation, and network governance. The emergency mechanism, as the main segment,includes the emergency preplan mechanism, the information detection mechanism and thequick reaction mechanism. The recovery mechanism emphasizes the subsequent governanceof the event and the experience accumulation, which plays an irreplaceable role in theintegrity and organic function of the whole governance mechanisms.
