The Study Of The Local Government's Ability In Disaster Crisis Management

In recent years,disastrous weather has occurred frequently due to the change of climate,human activities increase and global warming.More and more countries have suffered a lot from them.Governments have attached great importance to their own crisis management ability,and take it as an important part of government abilities.Government`s crisis management ability directly affects the image of the government as public affairs manager and influences the social order,economic stability and development.When the crisis hits,the local government is the first to meet the challenge.As a result,the crisis management ability should be a key point in the research of local government capacity.However,the crisis management theory and practice of our country are not mature and complete,especially in the local government's weak awareness of crisis management,crisis management system and the accountability mechanism which are both unsound.Therefore,the local government should timely sum up deficiencies and lessons to improve their ability of crisis management.They should do their best to reduce the losses of people's life and property and the development of society economy,which result from the natural disarsters,so as to ensure the sustainable development of the local economy and society.This paper helps us to see the problem from the perspective of public crisis management,government governance,and cases and data of disaster weather of Nanyang in recent years,which fully affirms the effectiveness of Nanyang government's enlightenment on popular science and crisis management ability of professional emergency team.This paper also discusses the problems to be solved,which are the lagging construction of monitoring and early warning system and the disaster information system,the insufficient of emergency relief materials reserve and transportation guarantee capability,relying on subjective experience and the low assessment ability of crisis risk.I have tried to analyze the reason why Nanyang government is lack of management ability of severe weather crisis problems by questionnaire survey method.From the ability of cognizance and crisis awareness before the crisis,decision making during the crisis and the conclusion and accountability after the crisis,this paper advice the local government should do well in the crisis management of severe weather,and try their best to improve the local government crisis management ability.Finally from improving the crisis managers' ability of cognizance and crisis awareness,crisis management and scientific and reasonable accountability,the paper fully expounds several solutions to the severe weather management of local government,in order to give some guidance and reference to the local and other governments to improve their management ability of severe weather and the efficiency of their crisis management work.
