Being the permanent member of Security Council of United Nations is the intention of Japan for several years. Japan made the strategy of bidding for the permanent member of Security Council of United Nations in late 1960s. Due to the restrictions of various kinds of subjective and objective factors, Japan's intention is still not realized until now. Even so, Japan doesn't change its target of bidding for permanent member of Security Council of United Nations. In half a century, to realize this target, Japan has made efforts in several aspects: actively participate in various kinds of activities of United Nations, vigorously promote the reform of United Nations, actively support developing countries and make efforts to get the support of member countries of UN. The bidding for permanent member of Security Council of United Nations has made some progress but difficulties and obstacles still exist. Whether Japan can become the permanent member of Security Council of United Nations is not only depend on activities of Japan, but also depend on the trust level of member countries of UN especially the Asian countries and the development and changes of international strategic structure especially relations of major powers.Obviously, the strategy that Japan bids for permanent member of Security Council of United Nations displays its strategic culture characterized by"sense of hierarchy". The process of bidding for permanent member of Security Council of United Nations also demonstrates obvious utilitarian diplomacy of opportunism and pragmatism, which is closely linked to parochial world view of Japan: to exchange only when it is useful and Japan has enough power, which displays that Japan's recognition for participating in international affairs is still in preliminary stage. Without changing the recognition above, Japan can't play a more important role in international community, let alone act as the permanent member of Security Council of United Nations. At present, the recognition above still commonly exists among Japanese politicians, which still restricts their strategic thinking.With the perspective of strategic culture, the paper aims to comprehensively investigate and analyze the history, international background, intention, decision-making and the whole process of implementation that Japan put forward its strategy of bidding for permanent member of Security Council of United Nations, change its altitude and take actions, grasp the internal relation between strategic culture of Japan and strategy of bidding for permanent member of Security Council of United Nations, describe the characteristics and rule of strategic culture of Japan, and further recognize the national strategy of Japan and fulfill theoretical research of international relations of China.The paper include five parts: Introduction; Chapter 1 describes the development course that Japan bids for permanent member of Security Council of United Nations; Chapter 2 describes the basic characteristics of strategic culture of Japan; Chapter 3 describes the internal connection between Japan's strategy of bidding for permanent member of Security Council of United Nations and its strategic culture; and Conclusion. From the perspective of strategic culture, this paper describes the course in detail, roundly interprets current status and subjectively predicts its direction in future that Japan bids for permanent member of Security Council of United Nations.
