I The core of Japan UN diplomacy is to try for a permanent membership of the Security Council. What Japan has been doing in the UN, including paying high fees according to the UN regulations, actively participating in PKOs as well as diplomatic affairs in the fields of development, environment, disarmament and human rights and so on, have with no exception helped to realise this ultimate goal as early as possible.. Political thoughts which emerge in the post-Cold War era pave Japan psychological road to become a political power. What these political thoughts to Japan UN diplomacy after the Cold War is as water to fish. These political thoughts include such ideas as follows: i. Neoonservatism which negates Solitary Pacifism: ii. UN Respectivism which aims to quit the UN: Soft veto which proposes bargaining with the UN to Japan advantage by resorting to Japa&s considerable financial contributions; iv. Concerted hegemonism which stands for an international coordination among big powers as the axes in international organizations like the UN. Part of Japan UN policy in the 1990s is the UN reform, the core of which is the reform of the Security Council. Furthermore, Japan reform plan for the Security Council is always focused upon its realistic national interest to become the permanent member of the Security Council. According to Japan reform plan, the Security Council should enlarge permanent and non-permanent memberships to 24 countries, undertake seasonal examination of new permanent members and endow new permanent members with veto power. With regard to financial reforms, Japan advocates the principle of Obligation Payment. This principle not merely will serve to compel the present permanent members to share more fees, but implies that Japan is already possessed of the obligation ability as a permanent member. In respect of development reform, Japan advances what is called Neo-Development Strategy which sets store by the independent right of development for developing countries, and unfoldsinternational aid which combines the Package and Individual means under the coordination of developed countries, international organizations and NGOs. This, in fact, sets a double standard for the developing countries. II To make a political power, Japan needs political, economic and military resources, among which the UN is paramount. So UN diplomacy is very important to Japan political dream. Japan used to use economic resources worldwide to elevate its international status. Since Japan now aims to become a political power, Japan concentrates its attention upon political resources worldwide, i.e., its management of the UN. Japan's financial contributions to the UN is nothing short of an investment style or act. Both realistic and idealistic targets in Japan's UN diplomacy are closely related to its political, economic and secure interests. Although there is a division of active faction and passive faction with regard to Japan's striving for a permanent membership of the Security Council, both factions begin and end up with state interests. There is an obvious coherence of Japan's UN diplomacy between cold-war period and after that. Japan's UN diplomacy in the Cold-War period includes: i. The core is the delegacy of China.
