The selection of civil servants is a basic process of human resource management in public sectors. It is a reliable guarantee of high performance created by governments to selecting excellent personnel to governments. It is very important to improve the selection system during the key stages of building a service-oriented government and reform the administrative system. Assessment center is to use multiple evaluation methods, put subjects to various working environment, and evaluate their performance comprehensively by several appraisers. It is a kind of high quality assessment methods. The application of AC in selecting civil servants leads to a comprehensive and accurate judgment and provides a scientific basis for decision-making for governmental personnel departments. This study of assessment center application in selecting civil servants in china emphasizes on how to get a path with the basis of following the core principles of AC, foreign application experience and analyzing the application status of the actual situation in china. On the basis of arranging and analyzing lots of documents, the following methods are given. On system level:(1)scatter the power and balance the ways of selection;(2)legal guarantee the application of the assessment center widely;(3)the organizational safeguard for the effectiveness of the application of assessment center;(4) financial safeguard applications of universality assessment center. On operational level: (1) establish the system, based on the competence model;(2) select assessment index according to the principle of measurable;(3) choose appropriate exercises based on the assessment index;(4)select appropriate subjects combining with the procedure of selecting civil servants;(5) establish standard appraiser team, and enhance the professional quality of appraiser team;(6) provide good environment for subjects, combine the qualitative and quantitative records, optimize the work of behavior record and judge;(7) combine the discussion and statistics, forming evaluation report, combine written communication and oral communication, feedback with subjects;(8) test the reliability and validity of assessment center, improve the assessment center.The wide use of assessment center abroad and the preliminary experiment of the assessment center in selection of civil servants proved that assessment center is an important technical support to improve the effectiveness of selecting the civil servants. Therefore, we should follow the principle of operation instruction for assessment center, combine foreign successful experience and the actual situation in China. The application of AC in selecting civil servants will improve the government's credibility.
