The key point in governmental management is the selection and appointment of the cadres.As a fundamental section of selecting and appointing them, the effect of assessing cadres closelyinfluences and decides the effectiveness of allocation, management and performance. Fromcentral to local government,considering of the choice of the cadres who have both ability,integrity and enjoy popular support, we draw up and issue a series of policies and systems toimprove the results of cadres’ assessment of selection and appointment in recent years,. Throughthe policies and systems mentioned above, the accuracy and scientificity are improved greatly inthe assessment of selecting and appointing cadres. For the rapid development of economicmarket economy and the diversification of expressed social interests needs, the assessment of theselecting and appointing is influenced so much by subjective and objective factors that we maynot reflect cadre nature and working performance correctly. For those factors, there exists anunavoidable problem that we do not know the cadres clearly enough and even choose the wrongone. For the existing problem, not only the comprehensive capacity of the cadre team isweakened, but also the healthy development of the society and economy may be under adverseimpact.On this background, it becomes an important and urgent object that intensely study andprovide some practical methods and strategies to the researchers on the human resources theoryand workers of the party and politics cadre management. In this article, the author analyzes thecauses of failure in selecting and appointing cadres comprehensively and systematically from thefactors of subjective, objectives, contents, processes, methods, systems and participants.Summarizing the long-term practical experience in cadres selecting and appointing of the authorand drawing from the effective methods and successful experiences abroad, the author will raisespecific strategies and proposals on improving the effect of assessment of selecting andappointing party and politics leaders and cadres with some meanings practically andtheoretically.
