Housing is one of the basic material conditions of human's survival and development. The housing right is a fundamental human right of humanity. The degree of the realization of the housing right of residents of a country reflects the development of civilization in the country in a certain sense. At the same time, the effective solution of residents'housing problem affects social development, stability and harmony. However, China's current housing price remains stubbornly high, residential structure is unreasonable, welfare-oriented housing is underprovided, the problem of housing quality takes place frequently,the promising of housing extension is far from being satisfactory , the above questions still remain , it leads to the realization of the housing right of China's urban residents is unsatisfactory , and it seriously hinder the achievement of the target of to live in place and the construction of the Harmonious Society. The housing right is one positive human rights. Therefore, the government is liable for taking active measures to guarantee the realization of the housing right of residents.
