Whether does the system play a positive role, achieve the value goal which it decides and obtain populace's widespread approval and support, the key lies in this system itself whether it is"good". Only the system which takes"justice"as the value goal is the good system. The meaning of justice is vast. From the ethical perspective, justice contains an equal right to freedom, as well as the most common ethical standards under specific social and historical conditions. Our country has the glorious historical and cultural traditions. Behind the seemingly simple system of selecting officials, there is also a extremely rich social culture connotation. The importance of Chinese nation's traditional moral values can not be neglected in the transmission of five thousand years of history. All aspects of social life have been marked with a deep imprint of traditional morality. The system , as a standard set to adjust people's behavior under the specific historical conditions, the formulation of its value goal as well as the system itself are deeply influenced by the ethics environment. This article is intended to survey the social and ethical problems behind the system from the ethical perspective by studying the evolution of Chinese ancient system of selecting officials, and reveal the importance of social ethics behind the system through the analysis of ancient Chinese society under the patriarchal system "home world" and how the Confucianism influence the system of selecting officials. Thus we can know clearly that which requirements a"good"system should meet as well as how to implement the system of"good". The assessment methods of Ancient Chinese system for selecting officials were unitary, the pattern is ossified and limited by feudal hierarchy. It is difficult to achieve a fair selection in the true sense. But the value that the system place on officials'moral level and the pursuit of justice still have the positive reference value to today's merit system. Our today's merit system still should pay attention to the selection of officials'moral qualities, promote the new era of "rule of virtue"and socialist morality. The civil service examination system should take justice as the ultimate value goal, made every effort to achieve fair, and be open. Only in this way the system can achieve good and a high-quality civil service can be selected and cultivated. Thus the officials can exercise better management of national public affairs. So that people can enjoy a good and prosperous life and promoting the country's long-term stability, prosperity and development.
