In New Century, our party and country claim the new objectives and requirements of building a well-off society, a harmonious society and a new rural construction, and regard the agriculture, rural areas and peasantry (the Three Agricultural Issues)as a top priority. Ideological and political work in rural areas plays a top role in economic development and others, and the moral education is an important part of ideological and political work. Improving peasantry's moral quality can help solve the Three Agricultural Issues and the socialist modernization. Therefore, further studies on the peasantry moral education during the new rural construction is so necessary. Upholding Marxist stand, viewpoints and methods and combining with the human development theory and the indoctrination theory of Marxist, the paper offers some deep thoughts and suggestions for the peasantry moral education based on the social learning theory of Albert Bandura, and using the systems analysis, comparative analysis, questionnaire method and field survey interview.As the largest social community in China, strengthening the peasantry moral education can promote their moral quality, the formation of local custom civilization, accelerating the process of peasantry to be transformed into urban residents, the heritage of traditional virtues, the healthy running of socialist market economy, the orderly development of socialist democratic politics and the process of constructing a socialist harmonious society.According to questionnaire and field surveying, overall moral quality of current peasantry is good, and the moral education works well. But there are some practical problems. Some peasantry'moral quality is not high, which appears in some aspects, such as the national traditions weakened, the lack of awareness of ecological ethics, the necessity of strengthening the concept of gender equality and the missing of socialist concept of honor.Through systematic analysis of multiple perspectives and deep thought, the paper finds the main reasons that include the influence of traditional small peasant mentality, the negative effect of market economy, not enough efforts of basic party leaders, local government insufficient capital investment, the absence of autonomous organization functions, insufficient attention to local educational organization, the lack of mass media moral advocacy and the low social groups participation level.At last, it puts forward countermeasures to strengthen the peasantry moral education during the new rural construction. (1) Adhering to the principle of people-oriented and the pragmatic principle. (2) Through promoting the traditional virtues education, the Eight Honors and Eight Shames education, as well as the social morality, professional ethics and family values education so that we can advance the systematic content. (3) Combining of indoctrination education, example education and self-education to promote the methods diversification. (4) By strengthening the party's leadership at all levels,increasing investment,strengthening construction of talents team and rural cultural construction,optimizing the moral education environment and fully using all kinds of social forces to provide strong guarantee for the peasantry moral education.
