This article aims at research to the Importance and path dependence problems of Sea Power Development of China. I also research on direction of Sea Power Development of China from marine territory, marine channel,marine economy and marine safety to solve the path dependence problem.Classic meaning of Sea Power refers to a country's use and control on the oceans, that is by its own and the national use and control on the oceans in order to deprive opponents rights and opportunities for using of the oceans.In the United States military strategist Mahan's concept,"Sea Power"think that all countries should establish and occupy a dominant ocean-going fleet to protect the country's overseas trade, overseas markets, oversea shipping and overseas interests, at the mean time, the national political will and diplomatic influence should be projected to the world to influence events and processes.So the gain and loss of thalassocracy is an important lever for a country to accomplish.Since the rise and fall of great powers from the pros and cons of modern history demonstrated the correctness of Mahan's Sea Power Theory. The rise of the United Kingdom and the United States and the control of the world are thanks to the firmly grasp the world Sea Power. The Rise of Japanese is closely related to Sea Power grabbing.China's decline is closely linked with the loss of Sea Power. Historical experience and lessons tell us it is inseparable to realize this strategy from the great development of Sea Power.
