The poor orphans and disabled dependent system is an important part of the social assistancesystem, Which is related to the vital interests of the disadvantaged groups in china. The poororphans and disabled support system started in the founding of New China. With development of along time, the poor orphans and disabled dependent system has formed its own system. However,the poor orphans and disabled dependent deficiencies in the system and the lack of speciallegislation have led to series of bad effects. Such as unclear legal status of China’s poverty orphans,disabled who have difficulty, urban and rural protection mechanisms. Besides, the poor orphansand disabled dependent is not perfect, which is seriously restricts the rights of this group.In order to support of orphans, lonely old people, the poverty orphans and disabled persons, toprotect the right of these groups in life, to achieve fairness and justice, to promote the developmentof a harmonious society. This paper attempts to start from the problems of poor orphans anddisabled dependent system, support legislative necessity and legitimacy of the poor orphans, andproposal of building a poor orphans and disabled dependent Ordinance vision. And it providesthe formation of the "poor orphans and disabled dependent Ordinance academic advice is issued.The full text is divided into four parts, along with the poor orphans and disabled dependentOrdinance.Part I: The development of poor orphans and disabled dependent systems and its problems.Firstly, this part introduces the system of concepts and attributes poor orphans and disableddependent.
