The poor orphans and disabled dependent system is an important part of the social assistancesystem, Which is related to the vital interests of the disadvantaged groups in china. The poororphans and disabled support system started in the founding of New China. With development of along time, the poor orphans and disabled dependent system has formed its own system. However,the poor orphans and disabled dependent deficiencies in the system and the lack of speciallegislation have led to series of bad effects.
