Entering the new century, while granted new opportunities for development, we are facing more complex challenges.Frequently coming forth in public discourses are words like"crisis","disaster","state of emergency","unexpected incidents".In dealing with the emergency, information openness has become not only a subject for the government agencies to research on, but also an important issue of the new century and focus of international conventions.In the Sixth Plenary Session of the Eleventh Central Committee, our party put forward the strategic target of "fully promoting the state and the whole society of their capacity to resist risks".In dealing with the emergency, the government, as a body of public administration, plays an important role that no organization or individual can replace.China is a country frequently troubled by natural disasters, accidents and other emergencies;therefore, it is of great value to enhance the study of theory and practice in dealing with these problems.The openness of information is crucial not only to the government in dealing with emergency, but also to the news report of mass media and the public's rights to survive and learn the truth. Therefore, the improvement of information openness has become the core element in the reform of government all over the world, and it has become an issue of wide concern to construct the system of information openness in dealing with emergency.Through studying the related national and international researches, the thesis, on the basis of related concept and theory and case study, seeks to analyze the issue of information openness in our government dealing with emergency. Using foreign experience for reference, the thesis does a preliminary study on information openness in the government.
